[MN] Pharmacist (Program Manager for Outpatient Pharmacy Services)

Duties:
Functions of position include: 
A.    Clinical – Outpatient Area
1.    Provides the framework, philosophy and environment for effective pharmacy staff participation in clinical activities.
2.    Assists in the development and maintenance of effective clinical pharmacy programs from a cost and patient outcome perspective.
3.    Monitors clinical activities performed by staff pharmacists and some clinical specialists, to include, but not limited to: patient counseling, patient education, and clinical intervention activities.
4.    Maintains a professional pharmaceutical library of daily working references, texts, journals, product information, and investigational drug information.
5.    Participates in decision-making process regarding drug product selection and formulary status.
B.    Distributive
Outpatient responsibilities include, but are not limited to, investigational drugs, compounding, controlled substances, patient education, clinical inspections, tracking outpatient encounters, outpatient error tracking, and medication distribution.
C.    Education
1.    Identifies continuing education needs of professional staff and, where possible, provides programs/resources to help meet the identified needs.
2.    Identifies educational and training needs of non-pharmacist staff and where possible, provides programs/resources to help meet the identified.
3.    Assures that all necessary employee orientation and training occurs to assure continuance of high quality services.
4.    Assures all necessary documentation related to training is completed.
5.    Facilitates patient drug education programs.
D.   Administration/Supervisory – Outpatient Area
1.    Assists in interviewing candidates for appointment or promotion according to federal laws and VA policies in regards to EEO requirements.
2.    Outpatient Program Manager directly supervises the outpatient area, the mail out program, CMOP activities, and clinical activities in the outpatient areas.
3.    Shares responsibility for assuring compliance with JCAHO standards, federal laws, and VHS&RA requirements governing control and security.
4.    Shares responsibility for the overall planning, operation and evaluation of the pharmaceutical care services delivered to the veteran. Establishes program goals and develops the operational plans and policies to achieve them.
5.    Shares responsibility for the establishment, revision of, and adherence to the policies and procedures necessary to provide the smooth and effective delivery of pharmaceutical care services.
6.    Responsible for conducting and reporting internal audits as required.
7.    Approves/disapproves leave requests, develops performance standards, counsels, disciplines, evaluates and recommends employees for awards.
E.    Program Management
Responsible for the daily overall operation and coordination outpatient pharmacy activities with all involved services and assures that the quality of services provided are of the highest standards.
F.    Quality Assurance
1.    Plans, coordinates, develops, and implements all quality assurance activities in the outpatient pharmacy.
2.    Monitors activity in the outpatient area to see that data is gathered and reports are submitted in a timely fashion.
3.    Tracks outpatient errors, notifies QA and makes changes to prevent future errors.
